Someone had the same issue并通过从代码覆盖范围中排除路径目录来修复它。所以我加入了phpunit.xml：

    <whitelist processUncoveredFilesFromWhitelist="true">
        <directory suffix=".php">./app</directory>
        <exclude>
            <directory suffix=".php">./app/Http/Routes</directory>
        </exclude>
    </whitelist>
</filter>

而覆盖范围的phpunit效果很好。
