我们需要在cvxopt之前安装numpy + mkl，请检查this并下载numpy + mkl包和相应的cvxopt，然后按如下方式安装它们：

  1. 打开CMD并cd到下载文件夹
  2. 点击安装“numpy-1.13.1 + mkl-cp36-cp36m-win_amd64.whl”
  3. 点击安装“cvxopt-1.1.9-cp36-cp36m-win_amd64.whl”

cvxopt很难从源代码安装（尤其是在Windows上），因为它们存在一些重度依赖（BLAS，LAPACK，SuiteSparse）。在你的情况下，它已经失败，因为有一些兼容的c-compiler设置更简单的依赖。

阅读install-docs你会看到，二进制文件仅用于python 2.7和python 3.4（在windows上）！

所以要么使用其中一个python版本再做一次， 或使用anaconda-distribution并通过conda-forge安装，如上面的链接所述。我强烈推荐anaconda-way！ （编辑：评论中提到的conda-forge中没有Windows构建）。

Sara基于Gohlke二进制文件的方法可以运行。但它总体来说比较麻烦（与其他图书馆合并时）。

还有official manual windows-install但imho它不值得麻烦（并且仍然限于一些python版本）。
