maven中的依赖性管理

Question

谁能解释一下，为什么我的父项目POM不为我的子项目提供dependecies版本？我在maven网站上看了10遍文档，但我被卡住了。

下面是我的父项目POM

在这个例子中，没有提供API网关的版本。在我看来，Hoxton.RELEASE应该设置为2.2.1版本。

另一个奇怪的事情是，在这个例子中，Hoxton.RELEASE应该设置2.2.1版本。
