我有同样的问题，然后我在Gemfile中使用了这样的gem 'fog-aws'

gem 'fog-aws'
gem 'fog'

然后bundle install解决了我的问题。

gem 'fog'

请改用

gem 'fog-aws'

在你的宝石文件中，它应该工作。
