Qt Creator libssl-1_1-x64.dll 在打开 qml 文件时找不到

Windows 10，
Qt Creator 9.0.2

打开一些 qml 文件时出现错误：

qmlplugindump.exe - System Error

但是文件夹

QtCreator/bin

包含文件。如何正确解决？

我可以把路径添加到PATH env变量，但是手动做很奇怪
