我找到的当前解决方法有效：

  1. 创建新项目并选择.NET Framework 3.5然后选择模板 - > Visual C＃ - > Windows经典桌面 - > Windows窗体应用程序（.NET Framework）
  2. 根据需要构建应用程序和GUI界面。备份这个.csproj文件，我将其重命名为_design.csproj
