字段名称和值都应该是url编码的。发布数据和查询字符串的格式相同

.net的做法是这样的

您正在错误地编码表单。您应该只编码值：

我错了。根据RFC1866 section 8.2.1，应编码名称和值。

但是对于给定的示例，名称没有任何需要编码的字符，所以在这种情况下我的代码示例是正确的;）

问题中的代码仍然不正确，因为它会编码等号，这就是Web服务器无法解码的原因。
