Windows 8.1升级后，Spring Tool Suite嵌入式服务器无法启动

发生了一件奇怪的事情，似乎它是由最新的Windows升级引发的。我从Windows 8.0升级到8.1，从那时起，Spring Tool Suite中的嵌入式tomcat服务器将无法启动。

日志/控制台输出中没有任何问题，控制台表示它正常启动，但在服务器选项卡中显示服务器仍处于“正在启动...”状态（如下所示）。

120秒后，我得到以下对话框：

Server Tomcat v7.0 Server at localhost was unable to start within 120 seconds. If the server requires more time, try increasing the timeout in the server editor.

我尝试从命令提示符运行Tomcat服务器，它工作正常。我可以启动服务器并部署我的应用程序。
