从错误中我推断出您尝试连接的服务器不允许您的连接。

尝试使用telnet仔细检查您是否可以连接到您要求的URL/IP:PORT：

telnet <ip> <port>

PS：为了以防万一，请不要使用ping检查连接，因为您没有测试端口。
