ID3v2.4 的帧标志真的和 ID3v2.3 完全不同吗？

在文件“id3v2.3.0.txt”，第 3.3.1 节中，它显示：

… 而在文档“id3v2.4.0-structure.html”中，Frame Header Tags 部分，它显示为：

The flags field is defined as follows (l and o left out because ther resemblence to one and zero):

所以，在ID3v2.3中，标志“abc”的位是7‥5，而在ID3v2.4中，“abc”是位6‥4？而其他标志位在两个 ID3v2 版本之间也有类似的不同吗？

这是真的吗？文档就在这里吗？所以整组标志都改变了，从而降低了向后兼容性？
