EF调用CreateWebHostBuilder或BuildWebHost而不运行Main。因此Iconfiguration为null。

创建IDesignTimeDbContextFactory。

您正在使用新的.net核心EF，同时使用IHostBuilder。（在像您这样的旧版本中，提供程序是IWebHostBuilder）。工具首先尝试通过调用Program.CreateHostBuilder（），调用Build（），然后访问Services属性来获取服务提供者。

EF需要在不启动应用程序的情况下构建模型并使用DbContext。当EF调用方法时，您的配置服务仍为null，这就是为什么会出现错误。
