安德烈，我认为问题是你的设备没有连接，而且BluetoothGATTGetCharacteristicsValue没有触发连接。

尝试使用Windows工具手动连接设备。我有以下流程可以帮助我：Unpair设备，配对设备 - >它应该显示为已连接（它在我的情况下工作;））

无论如何，如果这没有帮助，尝试运行“作为管理员”，这在某些情况下有所帮助。
