atlassian插件sdk：maven依赖关系没有为apache commons解决

我们一直致力于JIRA插件开发，并使用apache-commons库进行文件上传，如下所示：

这看起来像第三方库。所以你需要将你的范围从provided改为compile -

通过指定<scope>compile</scope>，您可以告诉SDK在编译时和运行时需要commons-fileupload库。 SDK会将commons-fileupload库捆绑到您的插件中，插件系统将在插件启动时在插件类加载器中使用它。
