FIREI自定义主题由library.css部分覆盖了一些用户

我们已经设置了一个FIORI Launchpad并创建了一个自定义主题，一般来说效果很好。

现在，我意识到1.仅在IE中，来自custom.css的一些CSS规则被library.css 2覆盖。与仅一个用户（目前为止）相同，使用最新的chrome版本。

我想知道是否有人经历过类似的影响以及是否有已知的解决方案。我希望custom.css成为负责人。

到目前为止遇到的所有其他情况中都会引用Custom.css。 IE开发人员工具显示了custom.css中的CSS规则。
