Android 9引入了新的FOREGROUND_SERVICE权限。来自docs：
注意：针对Android 9（API级别28）或更高级别并使用前台服务的应用程序必须请求FOREGROUND_SERVICE权限。这是正常权限，因此系统会自动将其授予请求的应用程序。
如果针对API级别28或更高级别的应用尝试在不请求FOREGROUND_SERVICE的情况下创建前台服务，则系统会抛出SecurityException。
只需将该权限添加到您的清单中，您应该很高兴。
