在针对API级别24及以上的目标时，您需要使用FileProvider.getUriForFile(context, "provider authority from manifest", file);而不是Uri.fromFile(file)。

您的主要更改将是方法getLocalBitmapUri() @此行：

bmpUri = Uri.fromFile(file);
