问题是Recipe在两个方面与RecipeStep有关：

  1. has_many :recipe_steps
  2. has_many :recipe_steps, as: :stepable通过stepable.rb关注

这两个都是:recipe_steps是问题。我把关注点改为：has_many :through_steps, as: :stepable, class_name: 'RecipeStep'，这解决了删除问题。
