将我的Apache服务器从Ubuntu 14.04迁移到CentOS 7后，我开始遇到这些权限错误。
在Magento Connect Manager登录页面上，我收到错误消息但无法登录：
Unable to write to the configuration file.
即使我将每个文件和文件夹的权限设置为0777后，错误仍然存在。
然后，我删除了“downloader”文件夹中的.cfg文件。现在错误消息已成为：
Settings has not been loaded. Used default settings
Config file does not exists please save Settings
Unable to write to the configuration file.
登录/注销后，重新启动Apache服务器甚至整个主机，错误仍然存在。错误日志根本没有记录任何内容。
在Debian 8.6与Magento-1.9.3.6 chown跟随命令：
chown www-data:www-data var/brute-force.ini
启用权限以写入和解锁对Magento Connect Manager的访问权限
解决了！
SELinux阻止Apache写入该目录。我使用以下命令启用它：
chcon -t httpd_sys_rw_content_t /var/www/html -R
