pacman -Syuu：错误：检索文件失败（“操作太慢”和“SSL证书问题”）

EDIT It was suggested in a comment that I execute pacman-mirrors ... There seems to be no such executable in my system (either script, alias, etc.) On the other hand, it seems I already have pacman-mirrors, and that it does not provide any executable (at least in msys2). Is this correct?
