我更换了它并解决了它。
因为上次文件下载失败。但坏文件仍保留在文件路径中。所以你必须找到坏文件。也许你可以使用“find / -name'vgg16_weights_tf_dim_ordering_tf_kernels_notop.h5'”在unix-system中找到路径。然后删除它试试agian！祝你好运！
